Ulysses constantly refers to the NCR as "The (Two-Headed) Bear".
Animal Motifs: The bear, as befitting its flag design. While for now they are content to do so through diplomacy, many are worried that it's only a matter of time before they resort to military force, as they have so often in the past. On top of all this, looming resource shortages and an economic crisis - both at least partially brought on by their own reckless expansionism - are pushing the NCR to annex New Vegas by any means necessary. 
Slavery, narcotics distribution, and other societal ills common in the wasteland are illegal, but logistics issues and bureaucratic corruption occasionally allow things to slip through the cracks.
Frontier towns are less lucky, often having to deal with raider attacks due to the overextension of the NCR's military and law enforcement. Governed by a democratically-elected President and Congress, commonly referred to as the NCR Council, citizens enjoy equal protection under the law and, in the heartlands, a standard of living approaching that of pre-war society.
